- Pour the batter into a lightly greased 9x13 dish and spread evenly.
- In a small bowl stir together 1 cup of sugar, brown sugar, and 1/2 cup of cocoa. Sprinkle this evenly over the batter. Pour the hot water over the top- DO NOT STIR
- Bake 40 minutes, until center is almost set. Remove from oven and let stand 15 minutes.
